Cultural Improvement Programme

The Assignment

Nottinghamshire Fire and Rescue Service (NFRS) are undertaking cultural improvement work throughout the service. NFRS commissioned 31ten to support this effort, beginning with discovery and prioritisation, ahead of co-design, delivery, and support to longer-term cultural change. The detail below highlights the completion of the discovery and prioritisation phase.

The Role

Our initial commission focused on working with the Service Leadership Team (SLT) to understand the current ambition for culture change, proposed delivery approach, and leadership commitment. This included desktop review & analysis of existing materials, SLT interviews and group observations, and mapping culture-related transformation programme activities to Service-wide strategic commitments.

Key Outcomes

  • Pragmatic plan for culture change – simplified, focused set of activities designed to provide clarity to both service leadership and delivery teams. This plan included named project owners, the expected outputs, and defined sequencing of effort.
  • Playback to CFO – objective, external view on SLT dynamics, behaviours, alignment, and maturity in relation to Service cultural improvement ambition and delivery. This strength-based approach identified areas working effectively, as well as highlighting opportunities for consideration and further development.
