Housing vehicles – companies, partnerships and JVs

Get your housing vehicles fit for the future

The LGR pause is a perfect opportunity for you to review the vehicles you have in place for housing – whether that’s a housing company, partnership, joint venture or a combination. Before the reorganisation and devolution agendas move forward – in whatever form, it’s important you have a clear, evidence-based view of how your current vehicles are performing, and what would be beneficial to do next.

Housing company health check

Our Housing Company Health Check is a short, sharp, 4-week review, which gives you a concise report with a clear assessment of your housing company, prioritised recommendations and, where needed, options for the company’s future.

It covers four key areas:

  1. Performance and value for money
Is your company delivering what it was set up to do, and is it better value than the alternatives?
  2. Financial sustainability
We stress test the business plan, financial model, funding structure and pipeline.
  3. Governance
We check whether the shareholder and company relationship is clear and proportionate, and that the right oversight is in place.
  4. Strategic fit
We assess how well the company aligns with your housing strategy, and how it would sit alongside neighbouring councils’ vehicles after reorganisation.

Housing vehicle ecosystem review

If you’ve got multiple vehicles in place across companies, partnerships and joint ventures, we can provide a more bespoke review, to help you understand what you have now and what might be right for the future. What’s clear is, with devolution and new investment funding on the horizon, you need delivery vehicles that can move at pace.

We’ll look at what you have in place, how each vehicle is performing and recommend a route forward, considering how reorganisation and devolution may play its part too. You’ll have a view on how vehicles complement each other, where the overlaps are and where the risks are. And you’ll have a set of recommendations to take to members with confidence.

31ten provided invaluable expertise and insight in their strategic review of Homes for Haringey. Their detailed analysis of governance and financial sustainability, and exploration of optimisation options gave us clear, evidence-based recommendations.

Our recent work

Norwich City Council – Lion Homes

We carried out a wide-ranging review of governance, the business plan and the financial model, stress testing viability, funding and pipeline. We then appraised options and their financial and accounting implications. Our final report went to Cabinet and was pivotal in the company being brought back in house.

London Borough of Haringey – Homes for Haringey

We delivered a three-month strategic review of the company’s role in delivering temporary accommodation, covering value for money, subsidy control, optimisation options and governance. Our recommendations gave the Council clarity on the company’s role and a clear path to stronger governance. Read the full case study

A London borough: Refocusing a housing company on today’s priorities

A council’s wholly owned housing company had been set up to manage sales risk on a regeneration programme, but temporary accommodation pressures had since grown sharply. We reviewed the company’s structure and purpose, and wrote a new three-year business plan with clear ambitions aligned to the council’s strategy. The plan includes a pilot of temporary accommodation delivery through the company and a redesigned governance framework, giving the council a practical route to easing TA costs and stronger oversight as the company’s role expands.

A London borough: Testing the case for continued investment

After the first phase of delivery by a council’s housing development company, we assessed whether there was a compelling case to keep investing in it. Through workshops, interviews, benchmarking and financial modelling of alternative delivery vehicles, we tested the company’s value for money, approach to risk and potential to deliver more affordable housing. Our recommendations on how to make better use of the company secured buy-in from both council and company stakeholders.
