Wrexham County Borough Council engaged with 31ten, alongside Lawray Architects, to identify development options for the rooftop site as part of the arts centre, Ty Pawb. This was in the context of an anticipated increase in active travel routes, which would decrease the demand for car parking and make the rooftop level exceed requirements.
31ten’s role focused on working closely with the client and design team to develop a set of financial projections for each of the development options, which included decarbonisation proposals, as well the development of both community and commercial space.
To inform the operating assumptions, 31ten utilised data from a range of sources. On cost, this included working with the project cost consultant, whilst income forecasts were informed by a combination of soft market testing, data from the current Ty Pawb operations and harnessing the advice of engaged technical advisers, such as solar PV, the payback period. We also undertook comparable analysis to benchmark the potential rental income from the proposed office space.
The insights were brought together into a final report, which included a clear comparison of the financial performance of the options, as well as identifying the drivers of differences.
Through undertaking robust financial modelling, 31ten provided Wrexham with an understanding of the scale of capital investment required, balanced against varying levels of return. This allowed for an informed decision on next steps for the project to be made, ensuring the delivery of community benefits was grounded in a resilient commercial approach.
