Cumberland Council (CC) is the lead authority tasked with delivering a residential-led mixed-use development to the south of Carlisle, in the form of St Cuthbert’s Garden Village (SCGV). The project will include provision for over 10,000 new homes, jobs, district and local centres, schools and green and blue infrastructure. The Council needed to be in a position to demonstrate the deliverability of the Garden Village as a new, sustainable and high-quality community, through the future scrutiny of the emerging Local Plan for St Cuthbert’s. As part of this, there was a need to explore potential delivery options and mechanisms to enable the delivery of the scheme and to identify the preferred option to progress.
31ten was commissioned to advise the Council on the preferred delivery vehicle for the project. Our team supported the Council through all stages of the business case for the project to date. This included developing its Strategic Outline Business Case for the programme, and the assessment of the commercial and delivery options for the site, to identify the preferred route forward to deliver on the Council’s place-making and housing strategic objectives. This work included attending the project board, engaging with officers and members and developing all relevant parts of the Business Case. We continue to support the Council in the next stages of the Business Case as the project moves closer to delivery.
The Strategic Outline Business Case has been approved for the project, and it has progressed to the next stage in Business Case development, supported by 31ten.
