Supporting the procurement of a new housing delivery partner

The Assignment

Cardiff City Council and Vale of Glamorgan Council wished to establish a new partnership with an aim to build high-quality affordable homes at pace across the region. The two authorities chose to take a collaborative approach to dealing with significant housing demand by teaming up to explore cross-border opportunities that would deliver around 2,500 new homes for the area over the next 10 years. 

The £500m programme focused on building new affordable homes for rent and sale at pace across 16 Cardiff sites and eight Vale of Glamorgan sites.

The Role

31ten was commissioned to support the procurement of a new delivery partner to establish the new housing partnership to deliver the sites across both local authorities. Our role was to provide the expertise to assess the Economic and Financial Standing (EFS) of the bidders in order to select a shortlist of bidders into the procurement process, and then to assess the EFS of the preferred bidder.  Specifically, our role covered: 

  • Developing the evaluation approach and enshrining this in the procurement documents
  • Assessing EFS of the bidders through a three-step approach covering ratio analysis, credit check and risk assessment in order to enable the shortlisting for the procurement process
  • EFS evaluation of the preferred bidder

 

Key Outcomes

A shortlist of bidders was selected through our EFS assessment, and the preferred bidder was then assessed. A preferred partner was selected, and the project has progressed into delivery.
