Organisational Development Strategy and Delivery Programme

The Assignment

Between July 2020 to October 2021, London Borough of Barnet Council commissioned 31ten to provide specialist expertise and support in the development of their organisational development (OD) strategy and delivery programme. Building on a diagnostic carried out with Collaborate, the Council was keen to progress their OD plans by prioritising three key themes: Leadership, Workforce and Workplace. 31ten worked collaboratively and co-designed a range of support across these three themes.

The Role

The role involved overall strategic responsibility for design and delivery and included:  

  • Collaborative development and creation of an OD strategy to be delivered at pace producing the framework for OD activity for the next three years. 
  • Co-design of an engagement programme including a series of Town Hall events working with the OD steering group, Equality, Diversity and Inclusion group, Corporate Management Team and OD working groups. 
  • Co-design of an OD narrative articulating the purpose, ambition and strategic journey of the organisation and place. 
  • Supporting the Council to shape the rollout programme including the key initiatives to support the OD strategy. 
  • Providing targeted communications support and helping the Council to shape the communications campaign approach to complement the strategy.  

Key Outcomes

Across the course of this project, our work delivered a range of key outputs and outcomes including: 

  • Co-creation of Value and Behaviours framework underpinned by OD ‘building blocks’ of Leadership, Workforce and Workplace. 
  • Developing and shaping the OD roll-out programme designing the change and engagement activities, and analytical capability on future ways of working. 
  • Early delivery of the behaviour framework through facilitating the working group sessions to finalise and agree the behaviours, the framework, and the behavioural statements to be aligned with the performance management system. 
  • Finalising the OD strategy which is aligned to interdependent workstreams and brings together the OD ‘building blocks’.
