This event will explore how councils can use strategic capital investment and existing assets to shape the market, reduce reliance on high-cost private provision, and bring services in-house.
The session brings together senior leaders from Carmarthenshire Council, Pembrokeshire Council, and the West Wales Regional Partnership Board, who have used Welsh Government’s IRCF funding to do exactly that.
Senior leaders will share how they identified the opportunity, built the case for intervention, and used their own assets to deliver capital projects that reduce market dependency and bring services in-house.

Alex Williams, Head of Capital Projects, Carmathenshire County Council
Alex will share experience from the Council’s Plas y Bryn programme – redeveloping a 60-bed, dual-registered nursing home for older people. She will talk through the case for intervention, the funding journey, and what it has meant for the council’s position in the local care market.

Marco Hernandez, Children’s Service Manager, Pembrokeshire County Council
Marco will talk through Pembrokeshire’s programme to deliver in-house children’s homes. Marco will share how the capital case for bringing provision back in-house was developed, and the practical realities of getting from approval to operational delivery.
Laura Beale, Capital project Lead, West Wales Regional Partnership Board
Laura will share the regional view from her perspective. Laura will share her reflections from across multiple IRCF projects in the region, including Plas y Bryn and others, on what’s worked, common pitfalls, and how capital investment fits into a wider regional market-shaping strategy.
