Langarth Garden Village is a new Garden Village community for 3,800 low-carbon homes, creating a community for between 8,000 and 10,000 residents. Cornwall Council has been centrally involved in planning and delivering the community and in June 2019 secured Garden Community status. Through this status, the Council was awarded £47.5 million to build the Northern Access Road, and has since allocated a further £159 million to support masterplanning, land purchase, infrastructure, and green open spaces.
The Council has established its own Development entity, Treveth LLP, that is undertaking the role of master developer for the scheme.
31ten was commissioned in 2025 to develop an integrated financial model to aid more consistent reporting across the two entities, having already provided financial modelling and viability support since 2022 to Treveth.
Consistent reporting was critical given the different roles of the parties in the project, with Treveth acting as master developer backed by the Council as the ultimate funder of the scheme.

The key aim of our commission was to consolidate business planning and reporting into a single model, ensuring one source of truth for both parties.
To build this model, 31ten worked closely with both financial and development colleagues at Cornwall Council and Treveth. The model was then built iteratively, allowing client input at key stages, such as developing the approach to updating actuals and design of outputs. This ensured strong alignment with the end-users of the model.
Part of the planning process involved looking at the different ways of funding costs, in order to optimise viability of the scheme. To support this the model included functionality which allowed costs to be toggled between different parties, thus isolating the financial impact of proposed cost splits.
Finally, given the scale of the project, the Council required the functionality to forecast borrowing at a granular level. This included developing a minimum revenue provision module for PLWB borrowing. These features have supported the Council in tracking borrowing requirements as well as expected profiles of return.
