The Assignment

The Department for Science, Innovation & Technology (DSIT) embarked on the Matrix Programme — a high-profile, cross-departmental digital transformation. With complex stakeholder landscapes, multiple departmental dependencies, and the need for robust governance, they needed client-side advisory support to move from procurement to delivery.

The Role

Our consultants brought expertise in programme management, assurance, and standards, supporting DSIT to:

  • Develop the roadmap, programme plan, and sequencing to manage complex dependencies
  • Establish PMO operations with governance, reporting, escalation, and quality control
  • Advise on business case development across departmental silos, ensuring alignment to DSIT strategic goals
  • Facilitate alignment among departments to smooth decision-making and integration
  • Provide portfolio advisory on the Shared Services for Government (SSfG) and related programme components

Key Outcomes

We helped DSIT take the Matrix Programme from procurement into active delivery, embedding high standards and methodologies, and enabling the department to manage a highly complex, stakeholder-rich environment. The programme is backed by £214 million in awarded contracts across DSIT’s digital, data and tech transformation agenda.
